A Message from JOHN PHILLIPS
LOOKING TO THE FUTURE

Over the last 18 months, our Officers and Area Managers have been working hard at putting together our new strategic plan that will take us into the future.

In October we formally kicked off the strategic plan at the Area Managers' meeting.  Our plan is composed of five major components:

• Our Mission Statement - What we do
• Our Value Statement - What we deliver to our Customers
• Our Mantra - How we want to be known
• Our Strategic Initiatives - What we are going to focus on

Our first strategic initiative is to recruit, develop, and retain GREAT Teammates. The fact, is we've been doing this for the last 70 years, but we must always focus on recruiting great Teammates who will help us grow profitably. We must create a learning environment for Teammate development and encourage everyone to grow with the company. This is what the O Fishel University is all about and we hope that you take every opportunity to learn and grow.

Our second strategic initiative is to pursue Operational Excellence in each of our areas. We have developed 21 metrics that represent the six most critical aspects of our business. We will be measuring ourselves monthly to make sure we're doing the right things and improving our quality of service. If you can't measure it, you can't manage it, and we're committed to being the best in the business.

Our third strategic initiative is to develop our fiber-to-the-home (FTTx) capabilities. We are currently providing last mile construction and installation services for Verizon in California, Texas, Florida, and Indiana. We have also recently become Corning's first certified installer of the Total Access Program™ (TAP) to offer a 10-year warranty on the FTTx network for independent telcos, municipalities, and residential developers. That's something to be proud of and we are going to leverage that expertise in the marketplace.

Our fourth strategic initiative is to develop and leverage our expertise in the government services market. We have several opportunities with the federal government and specifically the Department of Defense to help build the communications network infrastructure. We know how to build fiber optic networks, and we're well positioned to do that all across the country.

Our fifth strategic initiative is to develop and leverage our expertise in providing managed network services. Managed network services is really no different than providing complete end-to-end solutions for a single Customer, from design and engineering to program and project management, construction and installation, service and maintenance.

Our sixth and final strategic initiative is to foster Service Excellence. Service Excellence is an attitude-just like Celebrating the Customer. We are committed to providing all our Customers and Teammates companywide with outstanding levels of service.
